I thought Cavs were 14 since they were same record as Hornets Warriors ans Suns went 40-42, Hornets finshed 44-38 |

i tried to find how nba does it and it seems random. hornets cavs and jazz all tied but hornets only one to not make playoffs so my guess is 14 is warriors(rockets) 15 suns 16 clippers 17 hornets then 18/19 is cavs jazz and hawks at 20
