I put these rankings together not to assess the current value of the free agent market, but the future value. The formula takes into account age, potential, and skill and cobbles the numbers together to create a point value. Keep in mind that there are players lower on the list who will end up being signed, and there are probably guys on the higher end of the list (the younger guys with less potential) who won't be signed. But this is the best formula I could come up with to assess future value.
Notes: In my view, everyone should be going after the #1 free agent listed on here, Tal Brody. He's the only free agent with A potential, and the fact that he's only 21 should make this an automatic max contract signing, especially with this year being the last year that the max contracts coming off a rookie contract will start at $12.5 million.
Kareem Queeley is the first real veteran on the list at #10. I don't know that he'll get a six year max, but it's very possible he gets the highest value contract in free agency this off-season.
Most of the guys in the top of the list are due to their age and potential, and many of them I wouldn't touch with a ten foot pole because their base rankings suck. So take this list with a grain of salt.
Seeing Booboo way down the list will probably throw some people off, but bear in mind he is 37 and with D potential. Those were the two major factors in coming up with this formula, so he was penalized heavily for that (remember, this is FUTURE rankings, not current skill). Someone will sign him to a high one year contract most likely, but not much more than that.

I love seeing lists and people trying to put formulas together to rank things, but like you mention, this ranking doesn’t really tel you anything outside of Brody being the #1 FA.

There is definitely value to be found in the lower part of this list for sure. It's more of a glimpse on if teams want to roll the dice on some of the young B potential type players, or if teams are going to go after the wily veterans. A lot I think depends on what teams are being motivated by.

Overall this FA class is pretty weak and got hit hard with resignings. Was looking forward to Guerin, Goga, Pettit, etc possibly being available. Most of the young guys aren’t worth much, but you know atleast one of them will surprise.

If I were to do a real top 10 FA list, it would probably go (in no particular order after the top two) Brody, Queeley, Shuttlesworth, McMillon, Chungchang, Raga, Booboo, Sale, Macauley and Barksdale.

Coleman, Neon, Samanic, Fulks, Ramsey, Eddleman, Skinny and Mlkvy are also going to get a lot of interest.
