I'm going with a pretty easy no. He was a solid player who put up pretty good numbers, but his best season looks like something Gus Williams could do, and Gus isn't anywhere NEAR a Hall of Fame-caliber player. They're ~pretty good~ numbers, but pretty good doesn't get you into the hall.
As I have said before, if we let pretty good players into the HOF, it would need to be called the "Hall of Pretty Good Players." It is not, therefore Swipa is not.
